This one-day Emergency Management Training (EMT) course (or equivalent level 2 of emergency response team) is designed to enhance the emergency preparedness and leadership capabilities of personnel responsible for managing major incidents in oil & gas upstream. Participants will engage in a dynamic mix of theory and interactive desktop exercises tailored for the offshore oil & gas sector, aligned with PVN guidelines and HSE legal requirements.
The primary objective is to ensure that all EMT members are fully capable of managing major emergencies in a coordinated and effective manner. Upon completion, participants should demonstrate proficiency in the following areas:
- Effective communication under high-stress conditions.
- Strong leadership and cohesive teamwork.
- Rapid assessment and timely decision-making.
- Functional knowledge of emergency roles and protocols.
- Operational understanding of emergency response facilities and equipment.
- Application of ERP procedures in realistic scenarios.
- Effective coordination and control of emergency incidents.
- Comprehensive evaluation of team and individual emergency response effectiveness.
The training will be conducted in one (01) day, including half-day theory and half-day desktop exercise.
Morning (Theory session):
- Emergency management principles and philosophy.
- Classification and escalation of emergencies.
- Emergency notification, declaration, and reporting protocols.
- Internal and external communications strategy.
- EMT roles, responsibilities, and response coordination.
- Guidelines and procedures for various emergency scenarios.
The content will reflect best practices and be tailored to offshore oil and gas operations.
Afternoon (Desktop exercise session):
- Coordinate and facilitate a desktop emergency exercise, including EMT members and role-playing participants
- Lead Instructor will conduct a pre-exercise briefing for all participants.
- The scenario-based exercise will run for approximately 2 hours, followed by an immediate “hot debrief” and a conference call with key stakeholders to capture lessons learned and opportunities for improvement.

Lee Wee Lip is an international expert in Major Emergency Management (MEM) with over 20 years of experience. He previously served in the Republic of Singapore Air Force and held several leadership roles at Risktec across the globe. He has successfully established MEM simulation centres in Egypt, Indonesia, Dubai, and other countries. Since 2021, he has been collaborating with SEN in Vietnam as the lead instructor for MEMIR, EMT, and IMT training programs, delivering emergency response training for major oil and gas companies such as Thang Long JOC, Cuu Long JOC and SK Earthon. He is also a seasoned consultant in field-based training campaigns across Vietnam, Myanmar, Kazakhstan, and Indonesia.
