Provision of HAZOP revalidation, Quantative Risk Assessment and Safety Case Update and Integrity review service for WHP-MT1, WHP-HT1 and PQP-HT- Bien Dong POC, 2018

Bien Dong Petroleum Operating Company is an Oil & gas company engaged in exploration, production and transportation of natural gas and condensate in block 05.2-05.3 offshore Vietnam.

The Bien Dong 1 Project involves offshore development of the Hai Thach and Moc Tinh gas/ condensate. The project includes a Wellhead platform in Moc Tinh field (WHP-MT1), a Wellhead platform (WHP-HT1), a Production and Quarter Platform (PQP-HT) and a Floating storage and offloading (FSO-PTSC-Bien Dong 01) in Hai Thach field.

SEN Consulting JSC is a professional consulting service provider selected by BDPOC to provide the HAZOP revalidation, Quantitative Risk Assessment & Safety Case Update and Integrity Review Service after an operational period.

The objectives of this project are to ensure that:

• The Operation Safety Case is updated to reflect all process modifications and operation changes implemented during 5 years in operation;
• All hazards and effects associated with these modifications and operational changes have been identified and adequately controlled;
• The risk levels of all major accident events are within the ALARP region;
• There is a Management System in place for the operations to comply with relevant statutory requirements, including Decision 04/2015/QD-TTg dated 20/01/2015 by Prime Minister regulating on Safety Management Requirements in Petroleum Field, and other applicable international standards.
• The Quantitative Risk Assessment (QRA) is updated as per QCVN11:2012/BCT National technical regulation on Risk Acceptance Criteria used for Quantitative Risk Assessment (QRA) of Oil and Gas, Petroleum, Chemicals, Thermal Power Activities.
• The Process Safety and Integrity management system meets the expected performance.

The detailed firmed Scope of work for this project shall include the following works for WHP-MT1, WHP-HT1 and PQP-HT:

• Collect and review the existing safety documents for Bien Dong Field;
• Conduct a site visit to gather the operational information;
• Facilitate a MAE workshop with Bow-Tie diagrams;
• Conduct Process Hazard Analysis for the implemented and proposed modifications as per Attachment 2 of Section 3 in RFQ No. BD-OPS-2018-110.
• Conduct a Hazard and Operability (HAZOP) revalidation workshop for the process modifications as well as operation changes;
• Update the Quantitative Risk Assessment (QRA); Translate the QRA into Vietnamese, prepare in required structure and get approval from Ministry of Industry and Trade (MOIT) for QRA;
• Update company Process Safety and Integrity management activities for Bien Dong Field;
• Update the Operations Safety Case (OSC) based on existing structure with information from the above activities;
• Carry out Process Safety and Integrity performance review.
