Provision of HAZOP and HAZID Study Services Upgrade of Vuda diesel excellium AC 1209 system and Upgrade of Walu Bay Terminal truck loading gantry and excellium tanks in Fiji Island – Tebodin Vietnam, 2016

TOTAL Fiji Limited (TFL) is now operating an Oil Depot at Walu Bay Terminal in Fiji. The facility is adjacent to its Head Office building. Currently, TFL carries a full range of TOTAL petroleum products, including excellium unleaded (ULP), excellium diesel, premix, and kerosene. As part of its efforts to improve the excellium diesel system to be in compliance with TOTAL corporate standards, TFL plans to install a new diesel additive storage and distribution system and provide modifications to the existing tank farm.

Tebodin Vietnam Company Limited. (TVN) is the engineering contractor for this project.

TVN has engaged SEN Consulting to conduct the HAZOP and HAZID Studies for this project.

The objectives of this HAZID Study are to identify all potential hazards associated with the arrangement and installation activities of the new and modified facilities.

The objectives of this HAZOP Study are to identify all potential hazards associated with the operation of the new and modified facilities, and to evaluate the adequacy of the design and control measures to reduce the risks.

The HAZOP and  HAZID Studies are expected to be in compliance with TOTAL corporate safety requirements and relevant international standards.

SEN’s scope of work for this project shall include the following:

• HAZOP study:
  • To assess the design intentions and operability issues of following systems and activities:
    • Vuda Terminal:
      • Diesel additive system (Vuda excellium)
    • Walu Bay Terminal:
      • Diesel additive system (Walu Bay excellium)
      • A tank farm modification: from tank outlet to unloading point (truck loading arm and IBC tank loading point).
  • To ensure that all hazards with the potential to cause major accident events are identified.
• HAZID study:
  • To identify the major hazards associated with the facilities or activities when installing new systems and providing modifications to existing facilities:
    • Vuda Terminal:
      • Installation of diesel additive system.
    • Walu Bay Terminal:
      • Installation of diesel additive system;
      • Centralize a new pump house and redesign pipe routing;
      • Modification for truck road in-out gantry;
      • Modification of existing gantry;
      • Design a new gantry next to exiting gantry
