Introduction
CLJOC is now operating Block 15-1 located in Cuu Long Basin, southeast offshore Vietnam. There are total eight (08) offshore installations which accommodate helidecks including:
- Floating Production Storage and Off-loading Thai Binh VN (FPSO TBVN);
- Su Tu Vang Central Processing Platform (STV CPP);
- Su Tu Den South West Wellhead Platform (WHP- A);
- Su Tu Den North East Wellhead Platform (WHP-B);
- Su Tu Trang Living Quarter (ST-LQ).
- Su Tu Vang Southwest Wellhead Platform (WHP – G);
- Su Tu Nau North Wellhead Platform (WHP – E);
- Su Tu Nau South Wellhead Platform (WHP – F);
All helidecks in CLJOC have been designed as CAP 437. They were inspected and accepted by VNH South before putting into operation. Civil Aviation Authority of Vietnam (CAAV) requires company’s directly operating and managing helideck which are used for civil aviation activities shall expeditiously complete dossier to obtain Helideck Registration Certificate, Operation Certificate In order to formalize the requirement of CAAV, SEN is selected subcontractor to provide a service on Development of Helideck Operation Manual and Administration Support for Helideck Operation Approval.
Scope of Work
SEN’s scope of work shall include the following:
- Study existing document to understand the design and operation of current helidecks.
- Provide specialist advices on helideck approval related to legal basis, helideck technical characteristic, operational procedures and personnel qualification.
- Collect, classify and review CLJOC’s necessary documents as mentioned in Section of Information Request.
- Check and/or calculate specification of helideck and relevant support equipment specification for reviewing the CAP 437 compliance
- Develop Helideck Operation Manual for helideck according to the approved structure by CAAV
- Complete dossiers including Helideck Operation Manual and other required document.
- Submit to the Authority for Approval.
- Participate in defense meeting at CAAV committee for dossier appraisal.
- Make any necessary revision to meet with site inspectors and Authority’s comments on the dossiers.
- On behalf of CLJOC, regularly contact with authority persons in charge to ensure no delay caused by inadequate information or miscommunication by all involved parties.
