The scope of work for this service includes sampling, laboratory analysis and compiling report.
Sampling and measurement will be carried out at HCMC Office, Vung Tau Supply Base and ĐH-01 platform. Sampling locations and parameters are provided in Attachment 1.
Samples will be analysed in accredited laboratory of HCMC Institute of Public Health.
HCMC Institute of Public Health (IPH) is the agency directly under the Ministry of Health and is responsible for monitoring and management of working environment in the South of Vietnam. The certificates of IPH include:

- Qualified Working Environment Monitoring Certificates accredited by Ministry of Natural Resources & Environment;
- List of the eligible organizations for working environment survey, approved by the Ministry of Health according to Circular No. 19/2016/TT-BYT dated 30/06/2016; and according to Article 11 of Circular No. 31/2013/TT-BYT;
- Qualified Environment Testing and Analysis Certificates for Working Environment Monitoring accredited by Ministry of Scientist & Technology (VILAS):
- ISO/IEC 17025:2005 – Accreditation No. VILAS 219;
Copies of above certificates are provided in Attachment 4.
- Compiling WES report
- Based on measured results to evaluate the working environment at HCMC Office, Vung Tau Supply Base and ĐH-01 platform;
- The draft WES report will be compiled in Vietnamese language. The WES report shall have the essential content as follows:
- Introduction (the background of the survey, objectives of the Working Environment Survey);
- Survey Program (survey team, survey method, survey log, sampling locations);
- Summary of Results (tables of results, charts of results, the results will be compared with Vietnamese Standard);
- Conclusion and recommendation;
- Appendices.
- Submit the draft WES report to PVEP POC for review and comments;
- Finalize the WES report according to PVEP POC comments;
- On behalf of PVEP POC, submit the WES report to the authorities;
- Expedite the approval process for timely approval. WES report will be accredited by HCMC Institute of Public Health.
The sampling, analysis and reporting process will be implemented as per requirement of Circular 19/2016/TT-BYT and Decree 44/2016/NĐ-CP.
