Following the success of the online conference on “Risk assessment and emergency response in the hydropower industry in the last May 2020, SEN Consulting Joint Stock Company continued to organize one-day online conference on “Risk Assessment in Thermal Power Plant” on July 3rd, 2020
This conference brought together more than 50 experts from many important department like safety, technical and board of director departments from power and thermal power companies such as PetroVietnam Power Corporation (PV POWER), Power Generation 2 (EVNGENCO 2), Power Engineering Consulting Joint Stock Company 1 (PECC1), Power Construction Consulting Joint Stock Company 2 (PECC 2), Vinh Tan 4 Thermal Power Plant, Thu Duc Thermal Power Company, PetroVietNam CaMau Power Company (PVPOWER CAMAU, Duyen Hai Thermal Power Company, Long An Thermal Power Company, Thang Long Thermal Power Company, etc.
Opening the conference was a speech by Mr. Nguyen Anh Tho – Deputy Director of Labor Safety Department of Ministry of Labor – Invalids and Social Affairs and a morning presentation by Mr. Le Quang Khoa – Manager of Process Safety Department of SEN on hazards and risk management, incidents that may occur in thermal power plants. The presentation also introduced methods of hazard identification and risk assessment as well as the use of Bowtie analysis method through the application of BowtieXP software in qualitative risk assessment for Thermal Power Plant in Vietnam
In the afternoon, Mr. Nguyen The Tien – Senior process safety expert of SEN presented the quantitative risk assessment method, a risk assessment process focused on thermal plants. Mr. Tien also performed risk analysis for some typical incidents in thermal power plants and simulated risk consequences using the software Shell FRED and SHEPHERD. Experts participating in the conference exchanged enthusiastically and made important contributions in the recommendations on mitigation measures for incidents evaluated in thermal power plants.
Next, Mr. Ho Quang Tao – BOD Chairman of SEN who is also a senior expert in risk assessment in Vietnam presented on emergency response in the thermal power industry and advised the emergency response plan, stakeholder roles, contact information, training in emergency situations for companies in the electricity industry in general and thermal power in particular.
The last presentation of the conference, Mr. Nguyen Anh Tho – Deputy Director of Labor Safety Department of the Ministry of Labor – Invalids and Social Affairs gave a speech about the development of safety assessment indicators, labor hygiene for factories and businesses. This is a completely new content for production facilities and power plants and is under the safety orientation of the Ministry of Labor, War Invalids and Social Affairs. According to Mr. Tho, if this indicator can be applied to the management activities of enterprises, it will be possible to improve the level of occupational safety in the factory.
